A rotary cutter, or brush hog, cuts brush and saplings up to 1 or 2 in under a steel deck, with a slip-clutch PTO shaft and a cast-iron gearbox that take the shock of hitting stumps and rocks. A finish mower is a wheeled, lower-cutting mower for lawns and paddocks, with a floating hitch and a cut height down to 0.4 in; it is not for brush. Cut height, deck steel and the slip clutch matter more here than the price per inch alone.
