The pick for most homes with a 240 V circuit: the most efficient and quietest heater here, at every size.
GE Appliances PC Richard $3,159.97 Wayfair $2,844A heat pump water heater (often sold as a “hybrid”) is an electric tank with a small heat pump on top. It pulls heat out of the room air and puts it into the water, using about a third to a quarter of the electricity of a standard electric tank. A backup element takes over when demand is high or the room gets too cold. They cool and dry the room they’re in, so they suit a garage, basement or utility room better than a closet.
Most run on a 240 V, 30 A circuit, the same as an electric tank. 11 of the 55 here are 120 V models that plug into an ordinary outlet, made to replace a gas tank without new wiring. They heat more slowly, so they need a bigger tank for the same household.
Every efficiency and delivery number here is a DOE test result published by ENERGY STAR, not a claim from the box. Many brands sell the same few designs under their own names; each product page lists the twins. Each tank size is ranked separately.
Top Picks
The pick for a cold garage or basement: its heat pump keeps working in rooms down to 23 °F. Sold through LG’s HVAC dealers.
The most efficient 120 V plug-in here, and the quietest, for replacing a gas tank without new wiring. It can be rewired for 240 V later if the household outgrows it.

How We Rank
Each water heater is scored on its certified efficiency, how much hot water it delivers in the first hour for its size, its warranty, how cold a room its heat pump keeps working in, and how loud it is. Price isn’t scored: most are sold through Home Depot, Lowe’s and plumbing suppliers whose prices couldn’t be checked, so prices are shown where available but don’t affect the ranking.
